Tortagora

This council meets biannually to discuss all tortoise-related matters, including carapace branding and ornamenting, saddling regulations and testudines rights. Evidently, it is not a popular event; very few tortoises actually arrive, yet they manage to stretch and sometimes elude topics for days. Some small mammals sometimes visit this meeting when they have trouble falling asleep. The reptiles' rythmic rambles can doze them off even at noon.
